You Can't Manage What You Can't Measure
To lead a project efficiently, Managers should ensure that there is a strong business case, with high level support, that everyone involved can buy into. The business case is the justification for the project and should list the expected benefits for all members.  Projects move us from one state to another by delivering change, increased productivity level or other desired outcomes, with a  business case explaining why and how.

All projects must have a plan with clearly documented project milestones, valid and realistic time-scales, cost estimates, resource requirements, regular scheduled meetings for milestones that provide visibility of task slippage and road block scenarios alternatives - while keeping the project team focused and aware of project progress up to completition...
